When you reboot your Chromebook, it should show that OS verification is off. (This means that you are in developer mode.) Just press the spacebar and keep waiting for your computer to boot up. When it is done, you have left developer mode.

What if none of these works or all VPN websites are blocked and there’s almost nothing except fake websites that steal info?

Try method 5. If that does not work (website still blocked), using your own personal computer and USB drive, download a Roblox APK onto that USB. Then enable developer mode on your Chromebook and insert the drive before installing Roblox.
